The only other thing I can think of is to remove your Windows profile from your machine because it sounds like its cached a file saying you are blocked. If you do this then youll likely need to tidy the registry as well if you are on a domain otherwise you often get logged on with a temporary profile. I have seen some issues with MS accounts on 1709 when its been installed from fresh but its fine if upgrading from earlier versions. Something to do with MS removing local accounts from domain registered computers. Once I installed Office 2010, I had to continually activate Office, Project, and Visio after each reboot. What I did to correct this was uninstall Project and Visio, clean the registry, uninstalled Office, clean registry again, installed Office 2010, then installed Project and then Visio. Whatever caused this, updates from Windows itself renewing the profile fixed it.
